Just maybe, it’s the dream (if not fetish) of the artist that 13-14 year old girls could look like THAT. Might also explain THIS (those who recognize the character will understand).
Side Note: Artist of image is same artist who did the “To Aru Kagaku no Railgun: Astral Buddy” side story. Also, at least according to the canon story timeline, she’s at most fourteen years old (ait, what?).
