And yea, act of desperation here. A case where any evidence of growth is taken as proof even if 2 millimeters is negligible in everyday circumstances. Desperate loli is desperate.

It's an act of desperation, she's so desperate to grow taller, that she measures herself in millimeters. Also, 2mm is most likely in the measurement failure area.

The measuring down to the millimeter does seem a bit odd, but I suppose if they can measure it with that much accuracy, why not? Although trying to get a child to hold still for that long must be hard to do sometimes.

After having seen that scene in a number of mangas, I still cannot believe that the Japanese really measure the height of schoolchildren to the millimetre. When I had physical exams we were measured in centimetres and were happy with it… AND we had to walk hours in the snow to get to the school, and it was uphill both ways! 😉
